Returns a single value from a commercial enum.

The id accepts either form, case-insensitively — 2,
industrialandlogistics and IndustrialAndLogistics all return the same
value. Callers hold these from different places (a filter parameter, a field on a
listing, a hand-typed URL) and none of them should need converting first.
